Wife comes home and sees a man in blood and a knife in his hands. She tries to call the cops but the phone is out because she has not paid the bills.
Turns out the man was her husband who was besmeared with ketchup. He could now wash himself because he had not paid the water bill. Also the accident happened cause electricity went out also because of unpaid bill.
